RFP for Animal Licensing System and Related Services The Los Angeles County (County) Department of Animal Care and Control (DACC) is issuing this Request for Proposals (RFP) to solicit proposals for a contract with an organization that can provide an animal licensing system and related services. DACC is interested in obtaining cloud-based Software as a Service (SaaS) platform designed for animal licensing and control. This platform will streamline the processes of animal licensing, registration, and renewal, while also improving compliance, animal safety, and community engagement. The average number of licenses processed by DACC over the past five years is approximately 138,000. The latest data indicates that 17% of licenses are processed by mail, 59% online, 8% over the phone, and 16% in person at our animal care centers or through our field enforcement officers.
